Ventura's Peculiar "Logic"

Was I hallucinating, or did Jesse Ventura say that Kennedy couldn't have been shot with a frangible bullet because it's illegal to shoot a frangible bullet with a military weapon? Is he suggesting that Kennedy was really shot with a M-Carcano, whether or not that rifle could fire fragmenting rounds?

Does Ventura not understand that it's also illegal to shoot someone in the head on a public street in broad daylight? That little law doesn't seem to have fazed anyone involved in the assassination. Why would the one about frangible ammunition have done so? Really, Jesse? And where was Len when Ventura uttered this absurdity?
